Decision of the Appeals Committee:    

Director's Decision upheld.

Committee uncomfortable with North's reevaluation from 2H to 5H susequent to an 'out of tempo' double from South. A quicker double would normally terminate the auction. Pass by North is, as the director suggests, a logical alternative on the hand.
